President Muhammadu Buhari is set to inaugurate his ministers on November 11, 2015.

According to a document obtained by The Nation, here are five rules the president urged the ministers to obey:
- Foreign travels must be duty-related.
- Ministers must operate within lean resources; no more flamboyance.
- Strict adherence to the rule of law; compliance to Civil Service Rules.
- No more disagreements between ministers and ministers of state.
- Reduction of vehicles in convoys
